The aim is for all parties involved to work together efficiently in order to accelerate the development of a nationwide charging network in Germany.

Cooperation between federal, state and local authorities

The expansion of the charging infrastructure is a joint task of the federal government, federal states, local authorities and industry. The National Centre for Charging Infrastructure networks the players, supports the exchange of information and coordinates measures in line with demand.

The strategic basis is the Charging infrastructure master plan 2030, which defines the central objectives and measures.

As State coordination office for electromobility in Schleswig-Holstein we work closely with the Ministry for Energy Transition, Climate Protection, Environment and Nature to implement the state's electromobility strategy and drive forward the expansion of sustainable mobility in the state. Since 2012, we have been supporting business, science and local authorities with advice, networking, events and support for projects and initiatives. In this way, we strengthen the transfer of knowledge and technology and enable more people access to electromobility.

hySOLUTIONShas been accompanying the transformation to climate-neutral solutions in mobility for over 20 years and supports the responsible authorities. Hamburg Ministry of Economics, Labor and Innovation. The focus is on planning, implementation and strategy development in the field of electromobility and the development of charging infrastructure. In addition, hySOLUTIONS brings together networks from administration, business and science to drive forward the decarbonization of transport. 

 

The Senator for Building, Mobility and Urban Development is both the Bremen State Ministry and the municipal administration of the City of Bremen. We work closely with the local energy supplier and network the various stakeholders. As a municipality, we also manage the expansion of charging infrastructure on public roads and thus drive forward demand-oriented coverage. 

As Lower Saxony State Authority for Road Construction and Transport (NLStBV), we are the central point of contact and, in close consultation with the Lower Saxony Ministry of Transport the strategic, organizational and coordinating tasks in driving forward electromobility and the expansion of the charging infrastructure. We work closely with over 75 % in all municipalities, help the state administration switch to e-vehicles and are in good contact with the local freight forwarding industry on the subject of e-trucks.

As Energy and Climate Agency of the Brandenburg Economic Development Corporation (WFBB) we promote in close cooperation with the State Ministry for Economic Affairs, Energy, Climate Protection and Europe (MWEKE) the switch to electric and hydrogen mobility. As the central point of contact in Brandenburg, we support municipalities and companies in the electrification of their fleets and the development of the necessary infrastructure. With our daily work, we are driving the development towards climate-neutral mobility in Brandenburg.

The Berlin Agency for Electromobility eMO supports the market ramp-up of electromobility and the use of innovative mobility solutions for sustainable commercial transportation. As a state agency, we support the goals of the state of Berlin and are part of the Berlin economic development agency Berlin Partner for Business and Technology GmbH. The Tasks of the eMO include the dissemination and testing of new mobility solutions and the management of central state projects. The financing of the eMO and its measures is largely carried out by the Berlin Senate Department for Economics, Energy and Public Enterprises as well as numerous partners from business, science and the public sector in Berlin and Brandenburg.

The issues surrounding electromobility and charging infrastructure are being addressed in Saxony-Anhalt by the Ministry of Infrastructure and Digital Affairs and the NASA Ltd. with technical support. By providing advice, information and support, both contribute to the ramp-up of emission-free mobility and thus facilitate the transition.

The NRW Ministry of Economic Affairs bundles the activities relating to the drive transition for passenger cars and light commercial vehicles under the umbrella brand Electromobility NRW. The employees are the point of contact for companies and local authorities on issues such as funding opportunities, technical developments and the expansion of the charging infrastructure. As the state organization for energy and climate protection in North Rhine-Westphalia, the NRW.Energy4Climate is driving forward the electrification of commercial vehicles and the associated expansion of the charging infrastructure. With innovative approaches such as off-grid charging infrastructure, intelligent load management or smart and bidirectional charging, it supports practical, scalable solutions for companies and municipalities.

On behalf of the Hessian Ministry of Economics, Energy, Transport, Housing and Rural Areas (HMWVW) bundles and coordinates the Office „Electricity moves“ the various operational activities of the Hessian state government to promote and further expand electromobility in Hesse.

The Thuringian Ministry for the Environment, Energy, Nature Conservation and Forestry (TMUENF) is responsible for the development, implementation and coordination of energy and climate protection policy in the Free State of Thuringia. It implements the strategic goals - for climate-friendly mobility - within the framework of the Thuringian Energy and Climate Act. In doing so, the Thuringian Energy and GreenTech Agency (ThEGA) as the state energy agency, supports the implementation of the goals. It advises local authorities, companies and other stakeholders in the field of sustainable mobility, networks relevant players, organizes information and training opportunities and supports projects - particularly in the area of charging infrastructure and the climate-friendly conversion of vehicle fleets.

The Competence Center for Efficient Mobility Saxony works on behalf of and with funding from the Saxon State Ministry of Economic Affairs, Labor, Energy and Climate Protection (SMWA). She is with the Saxon Energy Agency - SAENA GmbH located. The Competence Center supports those involved in the mobility transition in the Free State of Saxony, from companies and research institutions to local authorities and private households. It advises, informs and initiates projects on alternative drive systems, charging infrastructure, intelligent transport systems, automated driving and multimodality, among other things. The competence center also supports the identification of value creation potential for efficient mobility for industry and services. 

The Control center for alternative drives has been supporting municipalities in the state, their residents and the companies based there in switching to climate-friendly mobility with alternative drive systems, particularly electric mobility, since 2017. It is funded by the Rhineland-Palatinate Ministry for Climate Protection, Environment, Energy and Mobility and is registered with the Rhineland-Palatinate Energy and Climate Protection Agency located.

 

As Saarland Electromobility Control Center we work in close cooperation with the Ministry of the Environment, Climate, Mobility, Agriculture and Consumer Protection is helping to expand the charging infrastructure in Saarland. Among other things, the aim is to improve the framework conditions for the further ramp-up of electromobility. As a control center, we support and accompany the Saarland economy and the municipalities as central players in the development of charging infrastructure on site in order to promote a nationwide, demand-oriented and user-oriented charging infrastructure in Saarland. The Saarland Electromobility Control Center is based at the Institute for Future Energy and Material Flow Systems (IZES gGmbH). The IZES is a non-university research institution of Saarland University and an affiliated institute of htw saar. 

The national agencies e-mobil BW and KEA-BW in close cooperation with the Ministry of Transport Baden-Württemberg promote the widespread use of electromobility in Baden-Württemberg. Together, we are creating the conditions for the expansion of the charging infrastructure for cars and trucks, an economical electrification of freight transport and a future-proof and sustainable transportation system. We work closely with local authorities, companies and other relevant stakeholders to ensure successful implementation.

As Competence Center for Electromobility at Bayern Innovativ on behalf of the Free State of Bavaria and in close cooperation with the responsible state ministries, in particular the Bavarian State Ministry of Economic Affairs, Regional Development and Energy, the expansion of the charging infrastructure in Bavaria. Together with local authorities, companies and other stakeholders, we are creating the conditions to promote electromobility across the board and make it accessible to more and more people.

Cooperation in the DACH region

The National Centre for Charging Infrastructure also works closely with European partners beyond Germany. The exchange with neighboring countries makes it possible to share experiences, identify common challenges and develop solutions for the cross-border expansion of the charging infrastructure.

Austria

In Austria, the Electric mobility control center (OLÉ) plays a similar role to the National Centre for Charging Infrastructure. It supports the expansion of the charging infrastructure and the exchange between central players.

Switzerland

In Switzerland, the Swiss Federal Office of Energy (SFOE), the Federal Office of Transport (FOT) and The Federal Roads Office (FEDRO) is working together to expand the charging infrastructure. The Electromobility roadmap serves as a central networking and implementation tool.

Luxembourg

In Luxembourg, the Climate Agence the expansion of the charging infrastructure as part of the national climate policy and provides information and advice for this purpose.

The advisory board of the National Centre for Charging Infrastructure

The Advisory Board of the National Centre for Charging Infrastructure under the umbrella of NOW GmbH has the task of advising the Centre both strategically and conceptually as well as in terms of technical content in the implementation and regular evaluation of the measures adopted by the federal government to strengthen the expansion of the charging infrastructure. The advisory board of the National Centre for Charging Infrastructure supports the implementation of the Charging Infrastructure Master Plan 2030 in key measures and fields of action.

As a platform for exchange and discussion, it brings together the perspectives of all relevant stakeholders and groups of players, including the Federal Ministries of Transport and of Economic Affairs and Energy, the end customer and consumer perspective, the automotive and electrical industries, the energy sector, local authorities, science and environmental associations.
