The federal competence centre for the development of charging infrastructure
The National Centre for Charging Infrastructure is the federal government's central competence center for the development of charging infrastructure in Germany and acts as an interface between the federal government and stakeholders such as the federal states, municipalities, companies and science.
Under the umbrella of the federally owned NOW GmbH, it supports the development of a nationwide, demand-oriented and, above all, user-friendly charging infrastructure in Germany on behalf of the Federal Ministry of Transport.
The aim is to make electric mobility suitable for everyday use and accelerate the transition to climate-friendly mobility.
Our mission
Founded in December 2019 by the first Charging Infrastructure Master Plan, the National Centre for Charging Infrastructure supports activities to expand the charging infrastructure in Germany.
Round 60 experts assume central interface tasks between the federal government and stakeholders such as the federal states, municipalities, companies and science. We provide continuous assessments of the framework and investment conditions, technological developments, data analyses on the status of expansion as well as forecasts and planning and ensure that the expansion of charging infrastructure is coordinated and data-based.
Our core tasks
- Coordination of the Charging Infrastructure Master Plan 2030: We are coordinating the implementation of the 41 measures of the Charging Infrastructure Master Plan 2030 and are thus specifically supporting the improvement of the framework conditions for charging - for both cars and trucks.
- Demand planning for charging infrastructure: We analyze where charging infrastructure is needed today and in the future and develop forecasts for expansion.
- Coordination of the German network: We coordinate the implementation of the German network and are responsible in particular for requirements planning, checking technical requirements and data monitoring of the locations.
- Support for the development of a truck fast-charging network: We support the BMV in the tendering process for a nationwide truck fast-charging network along the federal highways.
- Coordination of federal, state and local authorities: We coordinate the exchange between the federal government, federal states, municipalities and other stakeholders and provide digital tools.
Why the National Centre for Charging Infrastructure is needed
The switch to electromobility will only succeed if charging is easy, reliable and available everywhere. This requires Sound analyses, good planning and close cooperation necessary.
The National Centre for Charging Infrastructure bundles these tasks and ensures that measures are interlinked and expansion is targeted.
We see ourselves as a partner for all stakeholders - from ministries and authorities to energy and mobility companies, local authorities and users.
The management of the National Centre for Charging Infrastructure
Johannes Pallasch
Johannes Pallasch is the head and spokesperson for the National Centre for Charging Infrastructure Control Center. Together with around 60 employees in six specialist teams, he coordinates and manages activities relating to the development of a nationwide, needs-based and user-friendly charging infrastructure in Germany.

Around 60 experts from various disciplines coordinate and support the development of a nationwide, needs-based and user-friendly charging infrastructure in Germany.
The Demand Planning team works on issues relating to charging infrastructure requirements for cars and trucks on the basis of traffic and modeling concepts as well as spatial structure data. They are also responsible for the StandortTOOL and the FlächenTOOL.

The Charging Infrastructure in Municipalities team bundles expertise on law, funding and financing as well as on federal-state-municipal coordination and develops overarching principles, orientation and implementation impulses for the municipal expansion of charging infrastructure.

The Monitoring & Analysis team is responsible for collecting and processing data and information on the existing charging infrastructure. Among other things, they operate data platforms and interfaces, manage externally commissioned studies, conduct surveys and develop graphics, key figures and data sets for dashboards and reports.

The Project Management & Integration team ensures efficient and fruitful cooperation within the National Centre for Charging Infrastructure and the effectiveness of its products.

The Strategy & Policy team forms the central interface in the stakeholder management of the National Centre for Charging Infrastructure. It supports committees such as the advisory board of the control center, is responsible for the charging infrastructure mailbox and provides its technical expertise to the BMV and the federal government.

The Technology & Grid team deals with a wide range of technologies and regulatory issues relating to the operation of charging infrastructure. In addition, they provide technical support for research projects on charging infrastructure for electric vehicles in order to be able to assess innovations at an early stage.
