Manufacturer surveys: Electromobility on course for growth

NOW GmbH publishes results of the Cleanroom Talks 2025

On behalf of the Federal Ministry of Transport (BMV), NOW GmbH has conducted discussions with leading German and international car manufacturers (OEMs) in accordance with antitrust law in order to record current market and technology developments in the field of electric cars. The knowledge gained supports the evaluation of ongoing measures in the field of electromobility and is incorporated into the data-based demand planning of the National Centre for Charging Infrastructure in order to ensure the ongoing expansion of a nationwide and demand-oriented charging infrastructure.

The so-called „Cleanroom Talks Passenger Cars“ took place in summer 2025 and were held for the third time. The participating companies, which together represent more than 80 percent of passenger car sales and over 90 percent of e-car sales in Germany, provided insights into their sales and technology forecasts for the German passenger car market. In addition to a data survey, extensive discussions were held in which strategic, technical and market-specific aspects were discussed.

We see a clear trend for the coming years: a growing selection of models, greater ranges and faster charging will make driving an electric car increasingly attractive.“

Market forecasts 2030: solid growth
Based on the manufacturers' sales forecasts as of summer 2025, NOW GmbH has determined the possible development of the total number of electrified passenger cars in Germany for the years 2026 to 2030. This results in an expected passenger car population of around 8 million battery electric vehicles (BEV) and 2.4 million plug-in hybrids (PHEV) in 2030.

Passenger car sales in 2030 are estimated at around 1.8 million BEVs and 0.2 million PHEVs, which corresponds to an electric share of total sales of around 70 %. Between 2026 and 2030, the forecast BEV sales in Germany will grow by an average of 24 % per year, which is more than previously assumed.

Technological developments: More range, fast charging and bidirectional charging
The survey shows significant technical progress in the coming years:

• The choice of models is growing: the number of BEV models will increase by 40 % between 2026 and 2030, while the PHEV range will decrease slightly.
• The average usable battery capacities increase by around 5 %; in the upper vehicle segments even by up to 30 %.
• The ranges of all vehicle segments are increasing, with particularly strong progress in the upper segments.
• BEVs in the mid and upper segments are already designed for ultra-fast charging (HPC, ≥ 150 kW). HPC capability is also increasingly expected for smaller models in the next 5-10 years.
• Bidirectional charging (V2X) will be widespread among new BEV registrations by 2030 - an important building block for the energy transition.

Clear commitment to electrification
The results show the automotive industry's clear strategic commitment to electromobility. BEV production is being strategically prioritized in all relevant markets. Annual new BEV registrations of over two million cars are expected after 2030 - the market is thus establishing itself as a genuine mass market.

About the publication
Between July and September 2025, NOW GmbH conducted surveys with German and international car manufacturers (OEMs) on behalf of the Federal Ministry of Transport. These were carried out in accordance with antitrust law and included personal interviews as well as a structured data query on sales forecasts for the period 2026 to 2030. It serves the National Centre for Charging Infrastructure as a basis for its demand forecasts and has now been carried out for the third time after 2020 and 2022/23.
